Introduction

Open Educational Resources (OER) are learning materials freely available in the public domain. A definition of OER® http://www.hewlett.org/oer  from the The William and Flora Hewlett Foundation is:

"Open Educational Resources (OER) are high-quality, openly licensed educational materials that offer an extraordinary opportunity for people everywhere to share, use, and reuse knowledge. It also demonstrates great potential as a mechanism for instructional innovation as networks of teachers and learners share best practices."

OER are teaching, learning and research resources that reside in the public domain or have been released under an intellectual property license that permits their free use or re-purposing by others. Open educational resources include full courses, course materials, modules, textbooks, streaming videos, tests, software, and any other tools, materials or techniques used to support access to knowledge.
